We had a strong turn-out at the House Judiciary Committee hearing on HBs 1196, 1352, 1353, 1391 and 1406. Thurston County Sheriff Gary Edwards, representing the Washington Association of Sheriffs and Police Chiefs (WASPC), made a strong statement in support of the CPL reciprocity bills (HBs 1196 and 1391). (Please call Sheriff Edwards’ office and say a quick “thank you” at (360) 786-5501.) Some of these bills will be voted on in executive session (pass out of committee) later this week.

New bills continue to be filed, pro- and anti-gun. Laser pointers (to include sights) are the focus of three bills while another bill would extend the “instant check” exception for CPL holders. In a televised debate, Washington Ceasefire president Tom Wales (the “father” of I-676) said they would be filing a bill controlling private sales of firearms. It is unknown at this time if the restriction would apply only at gun shows or to ALL private sales.

Public hearings will be held this coming week on SB 5554 (public transit gun ban) (Senate Judiciary Committee, Senate Hearing Room “1,” Monday, February 15th at 10:00 a.m.) and on HB 1682 (detention of students with illegal guns) (House Judiciary Committee, House Hearing Room “B,” Tuesday, February 16th at 1:30 p.m.).

Please call members of the Senate Judiciary Committee and note your opposition to SB 5448, a knee-jerk reaction to the November incident in which a Seattle bus driver was murdered and the bus crashed. SB 5448 would ban guns in/on all public transit assets, but would no more have stopped the Seattle incident than did the existing laws against carrying a concealed pistol without a license or against murder. NRA Goes After NICS Abuses
U.S. District Judge James Robertson, in his first ruling in National Rifle Association of America, Inc., et al. v. Janet Reno, denied NRA's request for a preliminary injunction to end the FBI's registration of gun buyers whose lawful purchases are subject to a National Instant Check System (NICS) check. NRA's motion also sought the destruction of all records collected so far. Judge Robertson, a Bill Clinton appointee, ruled the Justice Department's claim it needed to maintain records for six months for "auditing" purposes "reasonable." However, he addressed only one of numerous points NRA made in showing that FBI is clearly violating federal law prohibiting the registration of gun owners, not only under the Brady Act itself, but also under the 1986 Firearms Owners' Protection Act. NRA now must wait to see how Janet Reno and the FBI respond to this initial ruling before we can determine what our next steps should be from a legal perspective. In the meantime, it is critical that all pro-Second Amendment activists contact their federal lawmakers and urge them to pass remedial legislation that will put an end to this registration scheme. U.S. Senator Bob Smith (R-N.H.) will soon introduce language to correct the abuse of NICS by the FBI. Please urge your U.S. Representative and both U.S. Senators to support Senator Smith's efforts to eliminate registration through NICS checks. MT Legislator Introduces Gun Bill
A Bozeman representative wants to overturn a policy that prohibits most state employees from carrying firearms. Republican Bob Davies says government workers should have the same right as other citizens to carry a gun to protect themselves while on the job. His plan would forbid state agencies or officials from restricting a person's use of a firearm unless a law specifically gives that authority. Opponents... mostly representing state agencies... say the policy against having a gun while on the job is needed to help prevent violence among employees.
