It would also ban the manufacture and sale of large-capacity ammunition magazines, require owners to convert existing magazines to hold a maximum of 10 rounds, and require owners to submit to a background check. Opponents of the measure, led by the National Rifle Association, say the bill will be tough to enforce because similar weapons have been in circulation for so long. They have also argued that the bill is so broad that many hunting and sport guns would become illegal. Steve Helsley, the NRA's Sacramento representative, said passage of the Perata measure would lead to a sales surge as buyers seek to acquire the guns and ammunition before the ban goes into effect. "You are going to see a sales spike, you are going to see the high capacity magazine sales go through the roof," Helsley said. "This is going to be a sales bonanza for gun dealers."
A similar bill passed both the state Senate and the state Assembly last year, but was vetoed by outgoing Republican Gov. Pete Wilson, who declared it was a "maze which would entrap the unwary" and lead to endless litigation.

This proves the point that the ultimate goal of registration is to facilitate CONFISCATION! Of course, now that the documents were inadvertently leaked, the Department of Justice is denying that they plan to confiscate anything and that these documents were merely "drafts" and "for discussion only" and that they have no plans to implement it at this time. All law abiding gun owners should feel free to register their outrage by calling Governor Gray Davis and Attorney General Bill Lockyer.
